Signing of a partnership agreement between the Independent Anti-Corruption Bureau (BIANCO) and the Madagascar Radio and Television Office (ORTM)

 Antananarivo, 6 July 2026 – As part of efforts to enhance public awareness and citizen mobilization against corruption, the Independent Anti-Corruption Bureau (BIANCO)  and the Madagascar Radio and Television Office (ORTM) concluded a partnership agreement to expand the wide dissemination of educational, preventive and awareness-raising programs throughout the entire national territory.

Through this collaboration, ORTM, as the parent body  for public media, will ensure the broad broadcast of BIANCO-produced programs, including «Aok’Izay ny Kolikoly», public awareness spots, special anti-corruption programs, and media coverage of major activities and progress achieved in this field.

At the signing ceremony, the Director General of ORTM, Mr. Elisée LEMANA  reaffirmed his institution’s commitment to supporting national efforts to promote good governance and combat corruption. He underscored the vital role of public media in conveying messages of public interest and in raising citizens’ awareness and sense of responsibility.

For his part, the Director General of BIANCO ,Mr. Gaby Nestor RAZAKAMANANTSOA,  recalled that education and prevention are fundamental pillars of the National Anti-corruption Strategy. He stressed the importance of relying on accessible and effective communication channels to reach the entire population, including the most remote communities, notably through the extensive coverage of Malagasy National Radio (RNM) and Malagasy Television (TVM). He also expressed his gratitude to the  Director General of ORTM for his commitment to strengthening this strategic partnership.

This agreement marks a new stage in strengthening cooperation between BIANCO and ORTM and  reflects the latter's commitment to complying with the provisions of Malagasy law on combating corruption, specifically Article 7, which enshrines the media's role in the fight against corruption.
