Favoritism at Madagascar Airlines : Chairwoman suspected of interference in a public procurement
The Independent Anti-Corruption Bureau (BIANCO) has uncovered serious indications of favoritism and conflict of interest in the awarding of public procurement contract for the “Upgrading of the Air Madagascar Building in Toamasina,” granted to the company PRO BETON SARL.
According to the findings of the investigation, the Chairwoman of Madagascar Airlines, Ms. RAKOTOMANGA Hajanirina Rinah, allegedly intervened on behalf of the contract holder, Mr. RAZAFINDRAMANGA Jerry Victor, who is reportedly none other than her partner, thereby influencing the procurement procedure.
Investigations revealed that the contract had been awarded in violation of public procurement regulations. Fictitious bids from supposedly competing companies were allegedly created to simulate a competitive tendering process. Certain internal officials at Madagascar Airlines are suspected of having facilitated these practices.
The Independent Anti-Corruption Bureau has taken precautionary measures, including the freezing of bank accounts and the seizure of a vehicle allegedly purchased with funds derived from the disputed contract. The individuals involved have been referred to the Anti-Corruption Unit (PAC) for further judicial proceedings.
