Case of 11 billion ariary embezzlement : loan granted by CNAPS to SMGD

The Independent Anti-Corruption Bureau (BIANCO) has received reports of alleged corruption, embezzlement of public funds, and conflicts of interest within the Urban Commune of  Antananarivo (CUA) . It has been discovered that an irregular loan of 11 billion ariary was granted from the National Social Security Fund (CNAPS) without the approval of the Municipal Council, to a Municipal Company Responsible for Managing Digital Projects in Antananarivo (SMGD), for the purchase of equipment and supplies for Easy Park. However, financial irregularities were subsequently confirmed.

Several officials, including the former Mayor  of CUA , the former Director General of the CNAPS, the Director General of the  SMGD, the Administrators of Municipal Companies and the CNAPS, as well as members of the latter's board of directors, are implicated in this case. The investigation also uncovers suspicions of fraudulent financial transactions amounting to 1,670,921,412 ariary, arising from the non-transparent use of borrowed funds and mismanagement of municipal revenues within SMGD, involving special advisors and the current Mayor of capital.

Sixteen people were brought before the Prosecutor's Office   of Anti-Corruption Unit (PAC) in Antananarivo that day for prosecution.
