Lutte contre la corruption dans les services de l'Etat civil et le secteur foncier: Un projet pilote lancé dans la Région Bongolava

Fighting against corruption in Civil Registry and Land Services : A pilot project launched in the Bongolava Region

Presided over by the Prefect of Tsiroanomandidy, accompanied by the Acting Regional Head, the First Deputy Mayor of Tsiroanomandidy, and the Director of Education and Prevention of the Independent Anti-Corruption Bureau (BIANCO), a ceremony was held on November 12, 2025, at the Manampy Tsiroanomandidy Center to officially launch a pilot project to combat corruption in civil registry and land services.

All speakers emphasized the importance of fighting the scourge of corruption in these strategic but widely criticized sectors. In his address delivered at the ceremony, the Representative of the International Organization of La Francophonie (IOF) for the Indian Ocean reaffirmed the organization's commitment to supporting the Malagasy Government in its efforts to combat corruption, stating that "a transparent state begins with integrity in civil registries, because guaranteeing every citizen a legal identity and equitable access to public services, including land and justice, lays the foundation for a more just and resilient society, and for institutions in which citizens can  place their trust”

The activities planned within this pilot project will enable the Urban Commune of Tsiroanomandidy to identify and implement practical and effective measures to prevent corruption in civil registry services. Materials were also designed and officially handed over during the ceremony to reinforce transparency and mobilize the commune's users in the fight against corruption.

Regarding the land sector, working sessions are planned to mobilize and support regional actors in implementing preventive measures identified during another workshop funded by the IOF in April 2023 on preventing corruption in land conservation procedures.
