Official launch of the pilot project to combat corruption in Civil Registry and Land Services
On Tuesday, 4 November 2025, in Fianarantsoa, the Independent Anti-Corruption Bureau (BIANCO) officially launched the pilot project entitled “Combating Corruption in Civil Registry and Land Services”, funded by the International Organization of La Francophonie (IOF).
The ceremony was attended by the Director General of BIANCO, the Secretary-General of the Haute Matsiatra Region, the Mayor of the Urban Commune of Fianarantsoa, as well as several representatives of local authorities and civil society.
Implemented in the pilot regions of Haute Matsiatra and Bongolava, this project aims to strengthen transparency and integrity in the management of local public services, identify the root causes of corruption in civil registry and land sectors, and promote active citizen participation in local governance.
Initial actions planned include mapping corruption risks, establishing anti-corruption mechanisms in the Fianarantsoa urban commune, and mobilizing youth and civil society organizations around the fight against corruption.
This project reflects the shared commitment of BIANCO, the IOF, and local actors to strengthen citizens’ trust in the State and build governance based on integrity and intolerance of corruption.
