Submission of Declarations of Asset and Economic Interest : HCDDED members reaffirm their commitment against corruption
On 17 September 2025, members of the constitutional institution High Council for the Defence of Democracy and the Rule of Law (HCDDED), led by their President, Mr. Angelo Ranadialison, officially submitted their declarations of asset and economic interest to BIANCO.
The delegation was received by the Director General of the Independent Anti-Corruption Bureau (BIANCO), Mr. Gaby Nestor RAZAKAMANANTSOA, who commended this institutional step as a clear demonstration of HCDDED’s commitment to fully align with national efforts toward transparency and accountability, in accordance with the objectives of the National Anti-Corruption Strategy (SNLCC) 2025–2030.
In his address, the President of the HCDDED emphasized that declaration of asset by liable officials, as required under existing laws, is not only a mandatory legal obligation but also a guarantee of integrity and accountability. “It is proof of transparency and a shared commitment to combating corruption,” he stated.
For his part, the Director General of BIANCO underscored that the declarations of asset and economic interest are a fundamental tool for preventing and investigating corruption. He noted that failure to comply with this obligation or the submission of false declarations constitutes a criminal offense, adding that this mechanism also facilitates asset investigations aimed at recovering illicit assets.
In the first eight months of 2025, BIANCO had already frozen accounts and seized assets with an estimated total value exceeding 130 billion Ariary—an unprecedented result. This achievement demonstrates that asset recovery remains one of the most effective strategies for making corruption unprofitable and sustainably reducing its occurrence.
Finally, the Director General announced the imminent digitalization of the declaration system of asset and economic interest, describing it as a"major step forward" enabling more modern, dynamic, and transparent management.
