A step forward in the SNLCC 2025–2030 : BIANCO and DGD approve an Anti-Corruption Module for ENSD
As part of the implementation of the National Anti-Corruption Strategy (SNLCC) 2025–2030, a national workshop was held on 2–3 September 2025 in Antananarivo to validate a new anti-corruption module to be integrated into the training programs of the National Superior School of Customs (ENSD ) in Madagascar .
Organized jointly by the General Directorate of the Independent Anti-Corruption Bureau (BIANCO) and the General Directorate of Customs (DGD), with financial support from United Nations Development Programme (UNDP) through the “Initiation Plan for the Promotion of the Rule of Law” project, the workshop brought together around fifteen senior officers and technical staff from The Directorate of Human Resources and Training of the DGD, the Directorate of Education and Prevention of BIANCO, the Fight Against Corruption Service of the Ministry of Economy and Finance, the DGD’s Anti-Corruption Structure (STAC), and the Customs Offices in Mamory Ivato and Toamasina.”
Following this validation, two training workshops are already scheduled for 100 active customs officers: on 9–10 September 2025 in Antananarivo, and on 23–24 September 2025 in Toamasina.
This initiative demonstrates the shared commitment of BIANCO, the DGD, and their partners to strengthen transparency and integrity in the customs sector. The integration of this anti-corruption module into ENSD training programs will equip customs officers with enhanced skills to prevent, detect, and sanction illicit practices, perfectly aligned with the objectives of the National Anti-Corruption Strategy 2025–2030.
