Identifying corruption risks in the revenue collection process for markets of Urban Commune of Antananarivo
On July 15–16, 2026, the Independent Anti-Corruption Bureau (BIANCO), with the support of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), organized a workshop dedicated to identify corruption risks in the revenue collection process for the markets of the Urban Commune of Antananarivo (CUA). The workshop brought together CUA technical teams, representatives of market vendors, civil society organizations grouped within the Local Consultation Structure (SLC), and consumer protection associations.

The main objective of the workshop was to develop a corruption risk map to identify vulnerabilities that could undermine the efficiency, transparency, and integrity of the municipal market revenue collection system. The work carried out during the workshop will also produce practical recommendations to address the key gaps and vulnerabilities identified.

Through this participatory approach, BIANCO aims to support the Urban Commune of Antananarivo in strengthening the governance and management of its municipal markets, with a view to sustainably increasing the revenue they generate. The implementation of the recommendations arising from the workshop will also benefit from the technical support of BIANCO and GIZ.
