Signing of a Memorandum of Understanding for the evaluation of the Internal Anti-Corruption Policy (PILCC) of the Ministry of the Environment and Sustainable Development (MEDD)
Antananarivo, July 6, 2026 – The Independent Anti-Corruption Bureau (BIANCO), represented by its Director General, Mr. Gaby Nestor RAZAKAMANANTSOA, and the Ministry of Environment and Sustainable Development (MEDD), represented by its Minister, Mr. Nolave Luck Aristide ANDRIANTSIHALA, signed a Memorandum of Understanding (MoU) for the mid-term evaluation of the Ministry's Internal Anti-Corruption Policy (PILCC). This evaluation is funded by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) as part of the project contributing to the reduction of corruption in the sectors of local governance, land management, and environmental governance.

On this occasion, the Minister of MEDD, recalled that corruption in the environmental sector is manifested notably through the trafficking of endemic species and the illegal exploitation of natural resources. He emphasized that this evaluation will contribute to strengthening transparent governance of natural resources, restoring public trust in the administration, and encouraging citizens' active participation in environmental protection.

On the sidelines of this ceremony, MEDD officials submitted their declarations of asset and Intereests(DPIE), thus reaffirming their commitment to integrity, transparency, and the fight against corruption.

For his part, the Director General of BIANCO renewed his institution's commitment to supporting the MEDD in promoting integrity and good governance. He also underscored that the PILCC is an essential preventive measure for implementing Madagascar's commitments under the United Nations Convention against Corruption (UNCAC), under which the country was recently evaluated, while contributing to the establishment of a more ethical, transparent, and accountable public administration.
