Protected areas management : Corruption risks identified and recommendations published
On May 21, 2026, a restitution session of the findings from an analysis of corruption risks related to the management of protected areas (conducted on February 18–19 in Ambatobe) was held at the Hôtel Le Pavé in Antaninarenina. This activity is part of a collaboration between the Independent Anti-Corruption Bureau (BIANCO), the Ministry of Environment and Sustainable Development (MEDD), through the Directorate of Audit and Anti-Corruption Structure (DUALC), and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). Conducted using the Anti-Corruption Works (ACWorks) methodological approach, this initiative aims to strengthen governance, integrity, and transparency in the management of protected areas.
The meeting brought together key institutional officials as well as technical partners and actors engaged in environmental conservation, in the presence of the Acting Secretary General of the MEDD, representing the Minister; the Territorial Director of BIANCO Antananarivo, representing the Director General; as well as the Director of Audit and Anti-Corruption Structure within MEDD,.
At the end of the proceedings, several corruption risks were identified and analyzed, leading to the formulation of ten strategic axes of recommendations, particularly focusing on transparency, institutional coordination, inclusive participation, strengthening control mechanisms, securing procedures, promoting ethics, and improving socio-economic conditions.
A draft action plan was also reviewed and validated in order to sustainably strengthen the governance of protected areas and effectively prevent prevent corrupt practices.
