Strengthening local governance through the promotion of integrity

At the initiative of the Independent Anti-Corruption Bureau (BIANCO) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), mayors and senior officials from 17 communes in Greater Antananarivo (Urban Commune of Antananarivo, Ankadikely Ilafy, Alasora, Masindray, Ambohijanaka, Tanjombato, Andoharanofotsy, Bongatsara, Ambohidratrimo, Ambohibao Antehiroka, Ambohitrimanjaka, Talatamaty, Ivato, Andranonahoatra Itaosy, Ambavahaditokana Itaosy, Ambohidrapeto Itaosy, and Anosizato Andrefana) gathered for two days of technical training and exchanges on April 8–9, 2026.

The sessions, led by the Territorial Directorate of BIANCO in Antananarivo, brought together more than one   hundred participants. Focused on prevention and education in the fight against corruption— particularly through the introduction to corruption risk mapping—the training adopted a participatory approach. Enriched by the expertise of the  Financial Court (Tribunal Financier ) on accountability obligations, the discussions aimed to embed transparency and integrity at the heart of municipal management.

The sessions helped strengthen the capacities of local authorities in combating corruption, while also highlighting the importance of  declaration of assets and economic interests (DPIE)  within Decentralized Territorial Collectivities (DTCs).

This collective commitment reflects the determination of the participating communes to sustainably position the fight against corruption as a strategic lever for exemplary local governance, in line with the orientations of the National Anti-Corruption Strategy (SNLCC) 2025–2030.
