ANTSIRANANA : The “RODORODON’NY FANAMBARAM-PANANANA”
As part of the awareness and mobilization campaign “RODORODON’NY FANAMBARAM-PANANANA,” led by BIANCO, a collective submission ceremony for Declarations of Assets and Economic Interests (DPIE) was held on April 16, 2026, at the BOTOVASOA Multipurpose Center in Antsiranana.
The event brought together several public officials, including mayors, treasurer-accounting secretaries, and officers subject to the DPIE requirement from the Decentralized Territorial Services (DT S) of the DIANA Region. All declarations were officially submitted to the Director General of BIANCO, Gaby Nestor RAZAKAMANANTSOA, in the presence of various local authorities.

Among the dignitaries present were the Prefect of Antsiranana, the Head of the Diego II District, the Mayor of the Urban Commune of Diego, and the Territorial Director of the Independent Anti-Corruption Bureau (BIANCO) in Antsiranana, illustrating the institutional importance attached to this initiative.
In his address, the Director General of BIANCO emphasized the fundamental role of the DPIE as a key tool for preventing corruption. He highlighted its importance in strengthening transparency in public governance, ensuring the integrity of public officials, and building citizens’ trust in public institutions. He also underscored that the effectiveness of the fight against corruption efforts relies on collective commitment, involving strict compliance with legal provisions, and enhanced accountability—particularly among senior public officials subject to this declaration requirement .

The holding of this ceremony benefited from financial support from the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) through the Local Development and Decentralization Project (ProDecID), within the framework of the project entitled: “Contribution to reducing corruption in the areas of local governance, land management, and environmental governance.
