DECENTRALIZED TERRITORIAL COLLECTIVITIES (DTCs) IN DIANA : MAYORS, PRESIDENTS of MUNICIPAL AND COMMUNAL COUNCILS AND TREASURY ACCOUNTANTS FROM 31 COMMUNES TRAINED IN THE FIGHT AGAINST CORRUPTION
Antsiranana, 15–16 April 2026 — The Independent Anti-Corruption Bureau (BIANCO), in line with the Director General’s five-year program and with financial support from the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), continues its commitment to Decentralized Territorial Collectivities (DTCs) , particularly communes in the Diana Region.

Mayors, presidents of municipal and communal councils, and Treasury Accountants from 31 communes in the Diana Region gathered in Antsiranana for a capacity-building session focused on combating corruption and the related mechanisms in place.
The training sessions, led by the Director General of BIANCO and the Prefect of Antsiranana, brought together technical experts from various sectors, including the Administrative Court (Tribunal Administratif), the Financial Court (Tribunal Financier), and the Regional Directorate of Territorial Planning and Land Services. The objective was to equip the participating communes with the capacity to independently conduct anti-corruption efforts, enable them to fully assume their fundamental role in development, and reduce their vulnerability to corruption.
Structured around discussions and experience-sharing, the two-day training enabled representatives of the 31 communes in the Diana Region to seek clarification on various procedures related to their functions, while also expressing their concerns and aspirations.

The Prefect of Antsiranana reaffirmed his commitment to supporting communes in effectively carrying out their development missions and working alongside them in resolving various administrative issues.
For his part, the Director General of BIANCO provided clarification on the general situation of communes with regard to the fight against corruption efforts. He reiterated BIANCO’s role in assisting and advising communes, and took the opportunity to provide reassurance to communes in the Diana Region that no legal action is taken against individuals who act in accordance with the law.
