FIGHT AGAINST CORRUPTION : BIANCO REVEALS SIGNIFICANT RESULTS FOR 2025
The Independent Anti-Corruption Bureau (BIANCO) officially presented its annual activity report for 2025 today, during a ceremony held in the conference room of the Ministry of Foreign Affairs., in the presence of Prime Minister RAJAONARISON Mamitiana Jeannot Ruffin and the President of the High Constitutional Court RAKOTOARISOA Florent.

This presentation highlighted the institution’s main achievements. In the field of investigations, significant results were recorded, with 641 cases of corruption detected, 2,258 individuals investigated, 666 arrested, 215 placed under pretrial detention, and 325,462,666,007 Ariary in damages clarified. The actions also led to account freezes and asset seizures, with a total estimated value of 278,306,722,693 Ariary.
Regarding the declaration of assets and economic interests(DPIE), 4,032 declarations were submitted. Combined with the 4,789 received in 2024, the total number of forms reached 8,821, representing a 70% completion rate out of the 12,580 individuals required to file., given that declarations must be renewed every two years. Furthermore, Decentralized Territorial Collectivities (CTD), the land sector, and Justice remain the three sectors most criticized based on received complaints.
In his address, the Director General of BIANCO emphasized the main operational patterns observed, notably in public procurement and the misappropriation of public funds. He also highlighted the achievements in prevention and education section, through initiatives such as the mapping of corruption risks within CTDs, the securing of administrative exams, the development of the Integrity and Honesty Networks (RHI) for youth, the creation of a training module for Customs Administration officers of National Superior School of Customs (ENSD ) in Madagascar , the mobilization of 4,689 public officials, marking a 42% increase compared to 2024, and the training of over 600 mayors, deputy mayors, and communal council members, an unprecedented effort since BIANCO’s establishment.

BIANCO also reiterated the constraints related to insufficient resources allocated to anti-corruption efforts, which hinder the achievement of objectives set by the National Anti-Corruption Strategy (SNLCC) 2025-2030. Nevertheless, the Director General firmly reaffirmed the institution’s ongoing commitment to carry out its missions with rigor, professionalism, and complete independence.
