Toliara : Strengthening municipal governance through partnership with BIANCO

The Urban Commune of Toliara held, on March 25, 2026, in the big room of the town hall, an exchange and awareness session dedicated to corruption prevention and the improvement of municipal management. This meeting is part of the implementation of the partnership agreement between the Independent Anti-Corruption Bureau (BIANCO) and the Urban Commune of Toliara, aimed at promoting good governance and an effective fight against corruption.

Members of the municipal executive and municipal councilors actively participated in the discussions, which were marked by the mayor’s presence throughout the session. The exchanges focused on the role of BIANCO, as well as on the establishment of concrete mechanisms to strengthen integrity within the municipal administration.

Among the priority actions discussed were the introduction of service standards, the revitalization of the internal anti-corruption structure, and the establishment and operationalization of a one-stop service desk for civil status services. These measures aim to improve the quality of public service and reduce informal practices.

The issue of mobilizing municipal revenues was central to the discussions. Participants noted that existing resources are not fully captured by the municipality due to weaknesses in collection and traceability mechanisms. They therefore emphasized the need to strengthen control systems and secure revenue management.

At the end of the discussions, participants expressed a shared commitment to strengthening prevention efforts, seen as a key lever for improving transparency, the performance of municipal administration, and citizens’ trust. This meeting marks an important step in the implementation of the partnership between BIANCO and the Urban Commune of Toliara in support of more transparent and effective governance.
