Leak of exam questions during the ENMG entrance exam: six individuals brought before a judge, three detained

The Independent Anti-Corruption Bureau (BIANCO) has concluded part of its investigation into the irregularities identified during the entrance examination to the  National School of Magistrates and Court Clerks (ENMG ) , judicial track, 21st class of 2024, held in December 2025.

The investigation uncovered an organized network involved in leaking and selling exam questions, operating from within the institution. Each morning, between 5:00 a.m. and 7:00 a.m., a staff member in charge of reprography transmitted the exam questions via his personal phone, in violation of secure handling procedures.

These questions were then distributed via WhatsApp at a rate of one million ariary per paper per candidate. Other school staff acted as intermediaries or acquired the questions themselves, while external individuals also benefited, either through solidarity or personal connections.

On Monday, March 23, 2026, six suspects were brought before the Anti-Corruption Unit in Antananarivo on charges of active and passive corruption, abuse of office, favoritism, and complicity. Three of them were placed in pre-trial detention in Avaradrano, while the other three have been placed under judicial supervision pending their trial.
