Nosy Be : BIANCO strengthens local mobilization against corruption
The Territorial Directorate of The Independent Anti-Corruption Bureau (BIANCO) Antsiranana, in collaboration with the Nosy Be Prefecture of Police, was honored during the official working visit of Mr. Gaby Nestor RAZAKAMANANTSOA, Director General of BIANCO, to Nosy Be during the week of 9 March 2026.

Upon his arrival, the Director General paid courtesy visits to local authorities, notably the Prefect of Police and the Mayor of the Urban Commune of Nosy Be. These meetings provided a valuable opportunity to exchange views on the state of the fight against corruption in Madagascar, while reaffirming and strengthening collaboration with local authorities in this shared struggle against corruption and related offenses.
The Director General then presided over a discussion and sharing session, bringing together heads of administrative services as well as representatives of local civil society organizations, in the meeting room of the Urban Commune of Nosy Be. On this occasion, he firmly reminded participants that the fight against corruption is everyone’s responsibility, emphasizing the need to mobilize all active forces on the island. At the conclusion of fruitful discussions, participants expressed their strong commitment to strengthen their contribution to anti-corruption efforts within their respective structures. This meeting was also marked by the official handover of the declaration of asset and Economic Interest Declarations (DPIE) of the Mayor of the Urban Commune of Nosy Be.
Furthermore, the Director General announced the forthcoming creation of BIANCO Special Office at Nosy Be Airport, which will work closely with Nosy Be airport actors to reinforce the institution’s presence on this island with high tourism potential and to prevent corruption risks at Madagascar’s second main entry point.
Finally, this mission enabled the mobilization of teachers from public and private schools under the School District (CISCO) of Nosy Be, with a view to establishing an Integrity and Honesty Network (RHI) , specifically aimed at high school pupils.
