MATSF: Internal Anti-Corruption Policy to clean up the land sector
March 9, 2026, marked a significant step forward in strengthening transparency within the Ministry of Territorial Planning and Land Services (MATSF). On this date, the Internal Anti-Corruption Policy (PILCC) of the Ministry was officially submitted to the Independent Anti-Corruption Bureau (BIANCO), represented by its Director General, RAZAKAMANATSOA Gaby Nestor.

During an official ceremony held in Anosy, Antananarivo, the former Minister of MATSF, LYLISON René de Rolland, handed over the document. He emphasized the strategic importance of the policy, noting that its effective implementation is a key level to strengthen integrity and transparency in the management of the land sector.

As for the Director General of BIANCO), he reminded that the land sector remains particularly exposed to corruption risks, underscoring the essential need for robust mechanisms for prevention, monitoring, and accountability. He also noted that the MATSF is the first ministry to fulfill this legal obligation by 2026.
Through this initiative, the Ministry reaffirms its commitment to working alongside BIANCO to strengthen the fight against corruption and promote honest governance working for the benefit of all citizens.
