Preventive measures to strengthen safeguards in the award process for public procurement and major contracts: BIANCO supports ARMP

As part of its mission to prevent and promote integrity, the Antananarivo Territorial Directorate of the Independent Anti-Corruption Bureau (BIANCO) provided its expertise on prevention of corruption in public procurement during a capacity-building session on the Borrower Country Procurement System (PCPS), initiated by the Madagascar Public Procurement Regulatory Authority (ARMP), with support from the African Development Bank (AfDB), on July 15, 2026, in the conference room of the Barea Mahamasina Stadium.

This intervention benefited 51 actors involved in AfDB-financed projects, including project coordinators, Public Procurement Officers (PPOs), procurement specialists, monitoring and evaluation specialists, administration and finance specialists, and consultants.

The main preventive measures aimed at securing the entire public procurement and major contract process, from the preparatory phase through to contract management and execution, were presented during the session. Discussions also provided an opportunity to delve deeper into the main corruption-related offences associated with this area, including embezzlement of public funds, influence peddling, favoritism, conflicts of interest, and active and passive corruption.
